1:00 p.m.-4:00 p.m. NCSHSA Plenary Session: Teen Pregnancy Prevention and Family Formation
This session takes a closer look at the purposes of the welfare reform act beyond work and assistance. The act also includes decreasing the incidence of out-of-wedlock births and the formation and maintenance of two-parent families. A highlight of the session will be a closer look at what is working in preventing teenage pregnancies through different models used throughout the country. The session includes an overview of the purposes of the welfare reform act, an update and review of national trends in out-of-wedlock birth rates, a panel discussion on specific programs, and a discussion of state efforts that address family formation.

9:30 a.m.-5:00 p.m. Medicaid and Health Committee
The Medicaid and Health Committee examines proposals facing the 106th Congress. An update of major health care legislation and regulatory action will be presented. Much of the day will be spent reviewing the proposals put forward by the Medicare Commission. Discussion focuses on the proposed Medicare reform solutions and their impact on state Medicaid programs.
9:30 a.m.-5:00 p.m. Child Support Committee
The Child Support Committee focuses its attention on the following agenda topics: (1) Action transmittals and other policy issues related to H.R. 3130 and PRWORA; (2) the president's proposals relating to child support; (3) congressional activity, including the Sen. Kohl passthrough bill as well as updates from key staffers; (4) the January 1999 GAO report on child support and SSI with its recommendations for state child support agencies to work SSI children cases and to share data on collections with the Social Security Administration; and (5) other child support issues as necessary. This committee is expected to hold a closed, state-only session during which it will consider any needed resolutions related to current policy issues.
9:30 a.m.-5:30 p.m. Food Stamp Subcommittee
The Food Stamp Subcommittee spends much of the day on the states' short-term and long-term agenda for simplifying and redesigning the Food Stamp Program. Major topics include waivers that could make the program friendlier to working families, simplified reporting and tracking of income, streamlining of outmoded regulatory and administrative requirements, updating the quality control and measurement process, and enhancing ongoing program eligibility for those leaving TANF. Other major agenda items include updates on the administrative reimbursement reductions that will occur due to the Agriculture Research law; the recently restored benefits to certain legal aliens; the food stamp employment and training (E&T) program and services to single adults (i.e., ABAWDs); prisoner and death matches; and charges to states for toll-free pay phone calls. Speakers include staff from Congress, USDA, and HHS who will provide an overview of this year's regulatory and legislative activities.
9:30 a.m.-5:00 p.m. Child Care Committee
The Child Care Committee reviews developments in child care policy at the federal level including the president's budget and Congressional action. The committee also holds a discussion between states and the Child Care Bureau on the proposed outcomes measures for child care, and a discussion on market survey methods and setting rates. Carmen Nazario provides a Child Care Bureau update. A state discussion will also be held on the latest trends in child care and policies under discussion in the states.
12:00 p.m.-2:00 p.m. State CEO and APHSA Board Lunch (Closed)
1:00 p.m.-6:00 p.m. Children and Family Services Committee
The committee discusses anticipated legislative and regulatory initiatives in the area of children and family services, with an update from Children's Bureau officials and APHSA staff. Key staff on Capitol Hill share their outlook for the 106th Congress for child protection and adoption legislation and provide an opportunity for states to dialogue with key policymakers on issues of importance to the states and share information on current state successes. The committee meets in a closed, state and local agency session to discuss the APHSA Child Welfare Financing Workgroup proposal on restructuring the financing of federal child welfare programs, particularly the impact on individual states. The committee also discusses the issue of geographic barriers to cross-jurisdictional adoptions, including developing solutions to identified barriers. The committee continues its meeting on Tuesday morning, in a joint session with the Work, Child Care, and Transitional Assistance Committee on TANF child-only caseloads. The committee then reconvenes itself to consider policy resolutions in a closed, state and local agency only session.
1:00 p.m.-5:00 p.m. TANF Subcommittee
The committee features a discussion by Angie Turner from the Center for Self-Sufficiency on the center's experiences in helping families achieve self-sufficiency as they make the transition from welfare. The committee also discusses the progress states are making to achieve the all-families and two-parent work participation rates that were recently released by HHS. This panel discussion features a representative from the Administration for Children and Families (ACF) as well as two state representatives who will share their state experiences with the two-parent requirement. The committee also features a discussion on the welfare-to-work grant program including the funding and regulation issues that will surface in 1999.

TUESDAY, March 9, 1999

9:30 a.m.-11:00 a.m. Joint Session of the Work, Child Care, and Transitional Assistance Committee and the Children and Family Services Committee
The Children and Family Services Committee and the Work, Child Care, and Transitional Assistance Committee meet in a joint session on the child-only caseload in TANF programs, and challenges and changes underway in the states.
8:00 a.m.-9:30 a.m. CEO Breakfast
9:30 a.m.-3:00 p.m. Outcome and Performance Committee
The Outcome and Performance Committee hears an update on the status of final regulations for TANF data reporting and the changes this will require compared to the TANF Emergency Data Report currently in effect. The update includes a review of the work participation rates announced at the first of the year. The group also reviews state data reporting on the TANF High Performance Bonus and discusses the extension of current bonus guidance for a second year. The committee reviews state comments on the welfare-to-work data reporting interim regulation issued in late October 1998. The agenda also includes a detailed review of food stamp quality control reforms being considered as part of the states' agenda to simplify and reform the Food Stamp Program. Staff from HHS and USDA will speak throughout the day.
9:30 a.m.-2:00 p.m. Communications Committee
The Communications Committee hears from experts on: Getting an op-ed published; doing a successful TV interview; overseeing the design of materials (brochures, etc.) that are tailored to your audiences; and holding press conferences that work. The committee agenda also includes a general policy update, and a group discussion with national reporters and federal representatives on the state-federal relationship under the welfare reform law. Additional agenda items are developing.
9:30 p.m.-12:30 p.m. Information Systems Management Committee
The Information Systems Management Committee meets with members of the Information Systems Reform Task Force to begin a dialogue about reforming federal systems policy for states. Representatives from ACF, FNS, and HCFA participate. The ISM Committee also discusses the latest activities at the state and federal level on Year 2000 issues.
9:30 a.m.-3:00 p.m. Work, Child Care, and Transitional Assistance Committee
The committee reviews what Congress may be looking at in regard to state implementation of welfare reform with presentations by congressional staff. A joint committee meeting will be held with the Children and Family Services Committee on the child-only caseload in TANF programs. U.S. Department of Education representatives present information on the 21st Century Learning Centers and what role state child care programs should have. The agenda includes a Washington update on appropriations and other issues in the 106th Congress, and a presentation on the mutual impact of welfare and housing reform which highlights potential problem areas as well opportunities for effective policy coordination.
11:15 a.m.-1:00 p.m. Children and Family Services Committee

Following the joint session with the Work, Child Care, and Transitional Assistance Committee on TANF child-only caseloads, the committee reconvene s to continue its meeting from Monday, working in a closed, state and local agency-only session to consider policy resolutions. The committee also hears a report from the APHSA/NASADAD Workgroup on Substance Abuse and Child Welfare.
