In addition to her role as Technical Director of Environmental Management, Jeannine Clancy acts as the Board of Directors Liaison for the following national committees: Solid Waste Management Committee, Sustainability and Resiliency Committee, Water Resources Management Committee, and Young Professionals Committee. She also serves as the Chair of the Strategic Planning Committee.

Clancy filled the remainder of an unexpired term and is returning to the Technical Director, Environmental Management position to serve her first full term. She brings a wealth of knowledge and experience to the APWA Board. Her public works experience spans over 30 years, including public works director positions with two Minnesota communities and serving on the executive leadership team for Metropolitan Council Environmental Services (MCES), the regional agency that provides wastewater collection and treatment services for 111 cities in the Twin Cities metropolitan area. She has demonstrated an unwavering commitment to staff development, customer service, and collaborative processes that result in top-notch public services and capital projects.

Clancy is currently the Program Director for Strategic and Community Partnerships at TKDA, an employee-owned company headquartered in Saint Paul, Minnesota. In this role, she mentors staff in the planning areas of transportation, land use, water, and wastewater, as well as community engagement. She is also TKDA’s Management Committee Liaison to the company’s Women’s Resource Group, which is a component of TKDA’s diversity, equity, and inclusion journey.

Clancy has been a member of the Minnesota Chapter for more than 25 years, holding all the executive leadership positions, including President. During her presidency, the Chapter initiated its DEI committee and started a student association at the University of Minnesota. She was a Council of Chapters delegate for six years and has been on the chapter’s Conference Planning Committee for more than 20 years. She co-chaired the 2016 Host Committee for PWX in Minneapolis.

Prior to joining the APWA Board of Directors, Clancy was on the APWA’s Water Resources Management Committee serving as a member and as Chair. She is currently Board Liaison to the Solid Waste Management Committee, the Water Resources Management Committee, and the Sustainability and Resiliency Committee.

In 2016, Clancy received the Hugo G. Erickson Award for Chapter Service. Upon nomination by the Minnesota Chapter, she received the APWA Harry S. Swearingen Award for Leadership in 2018 and the prestigious Top Ten Public Works Leaders of the Year in 2021.
