In addition to her role as Technical Director of Leadership and Management, Laura A. Kroeger acts as the Board of Directors Liaison for the following national committees: Leadership and Management Committee and Workforce Development Committee. She is also the Chair of the Finance Committee.

Kroeger is the Executive Director of the Mile High Flood District (MHFD). This regional agency collaborates with 40 local municipalities and counties in the Denver metro area to mitigate flood risks and protect people, property, and the environment. The MHFD service area covers 1,600 square miles and is home to three million people.

Kroeger played a crucial role in restructuring MHFD to align its organizational structure with strategic goals using a Watershed Management Approach. She also created an alternative process called Project Partners. This relationship-based approach brings together a diverse team of experts at the project’s onset to work collaboratively and deliver project goals at the best value.

Furthermore, Kroeger served as the chair of the APWA Leadership and Management Committee and supported the committee in forward-looking projects like the leadership framework and benchmarking. Her experience on the Certification Council and Credentialing Focus Group and active participation in establishing the Certified Public Works Professional have provided her with valuable insights to ensure the success of these initiatives and others.

Kroeger also served on the Colorado Chapter Board for several terms and chaired the scholarship and education programs. In 2012, she led the establishment of the Rocky Mountain Public Works Institute, which she still actively participates in. Currently, she is on the instructor team for the Emerging Leaders Academy, from which she graduated as part of Class I. In 2019, Kroeger was recognized as one of the Top Ten Public Works Leaders of the Year.
