All cities large or small aim to provide broadband to their residents, but small cities face different challenges when broadband arrives unexpectedly. This panel discussed challenges small cities and rural communities face when broadband finally arrives. The panel also discussed how a small city/rural community can make itself more attractive to broadband providers.
